Exploring Affordable Health Coverage in California

You can look for cheap health insurance in California. But as we all know, the policies with the lowest monthly payments (your insurance Premium) may not be your best option.

The REAL price of health coverage depends on many variables. Deductibles and copays increase costs and Tax relief on your premiums, state insurance subsidies and discounts on your medical supplies can LOWER your medical expenses. A premium might look high at first, but the total amount you spend on medical services could be much lower!

If you qualify for Medicare, you should explore the Medicare add-on plans.   California has many options. About 15% of the population has enrolled in Medicare, although 43% of these participate in a Medicare Advantage plan. Medicare Advantage and Medicare supplemental plans could save you a LOT of money.

The Coronavirus Pandemic, COVID-19 Testing, and the FFCRA

COVID-19 is the hot topic health insurance issue in California. If you lose your health insurance due to COVID-19 or your employer closed because of the Coronavirus, testing is available at no charge. The Families First Coronavirus Response Act (FFCRA) passed in March 2020, ensures that everyone can receive COVID-19 testing.

Key Details about Health Insurance in California

California is also one of the States that protect consumers from ‘surprise’ billing (see our blogs When is a surprise not a surprise? When it’s a SHOCK! and Joe Biden – building on Medicare).

New California law (AB 5) that took effect in January 2020 has implications for a number of independent contractors, who were reclassified as employees as of 2020 and therefore eligible for greater labor protections.

Despite these advantages, California Health Insurance is more expensive than in many other states.

So it is even more important to make sure you’re getting the best advice.

Exploring the Health Insurance Marketplace in CA

California residents can sign up for health insurance using private insurance exchanges. These marketplaces offer more ACA-compliant plans than the state, which only deals with a handful of insurers.

As a private exchange, TrueCoverage is bound by the same rules as the California exchange but has access to hundreds of insurers.

With Health Insurance Exchanges, you gain access to ancillary insurance options like:

  • Dental,
  • Vision,
  • Accidental Death,
  • Critical Illness,
  • Disability,
  • Life,
  • Medicare Advantage, Medicare Supplementals,

10 Core Health Services Mandated for all ACA Compliant Plans

Before the Affordable Care Act became Federal law, insurers could refuse to cover various health benefits, resulting in overwhelming debt to many people. The ACA fixed those loopholes and required all qualifying plans to carry these coverages (in California and all states):

  • Emergency services
  • Prescription drugs
  • Ambulatory patient services (Hospital services that don’t require an overnight stay)
  • Hospitalization
  • Laboratory services
  • Maternity and newborn care
  • Pediatric services (for children), including dental and vision care
  • Mental health and substance abuse services
  • Preventive and wellness services, including chronic disease
  • Rehabilitative/habilitative services and devices

California operates a state exchange (Covered California) recognized by many as one of the country’s most successful. There are, however, currently only 11 insurers who are members and not all of them offer plans in every one of the 16 rating areas. The state does not allow short term coverage nor does it allow self-employed individuals or partnerships to purchase ‘small group’ health insurance (association health plans).

California is one of the parties defending the Texas-led attempt to invalidate the ACA. The case is still before the courts and will almost certainly not affect the health insurance plans for 2021.

Did You Know?

Named after a mythical paradise called California in a 16th century Spanish novel, the Golden State became the 31st state in 1850.

Fun fact

Having the oldest and tallest living things in the world within the state is one thing (“General Sherman,” a 3,500-year-old sequoia, a stand of bristlecone pines 4,000 years old, and “Hyperion”, a coast redwood standing 379.ft tall), but  California also has the highest and lowest points in the continental United States within 100 miles of one another; Mount Whitney measures 14,495 feet and Bad Water in Death Valley is 282 feet below sea level.
