Blue Cross Blue Shield of New Mexico grabbed headlines in 2015 when it announced that it is exiting the state health insurance exchange. BCBS of NM continued to offer one off-exchange HMO plan in 2016 and avoided a full market exit. This made it possible to rejoin the exchange for 2017. The reason for it to pull out of the exchange was the denial of its proposed increase in rates. BCBS had about a third of the market share in the New Mexico exchange in 2015, so their proposed rate hike would have had a big impact on the members in the state.
